At first glance, Hisoka appears to be a sadomasochist who equates violence with sexual pleasure... and that's because that's exactly what he is; he enjoys both hurting others and being hurt during fights, and he's constantly looking for stronger opponents. His bloodlust is such that other characters can feel it in his aura, specially after having to hold back; if he doesn't get to kill his opponent and has to force himself to calm down, he'll instead take in out on the next person he meets..
However, he doesn't judge people by their strength alone but also by their potential and their resolve - on their first meeting, he spares Leorio's life because he's passionate about his beliefs, and he spares Gon because he can tell that he will become very strong in the future. Likewise, he's not only willing to wait for as long as it's necessary until a person reaches their full potential, but he'll also do whatever he can to keep them alive during that period so as to be the one who finally kills them.
Hisoka will even go as far as to help an opponent if they are somehow incapacitated before he gets to fight them; when Chrollo Lucifer, whose gang Hisoka had infiltrated in order to force him into fighting one-on-one, got his powers restrained by another person, Hisoka decided to help him get them back.

Hisoka has no delusions about his own state of mind or behavior: he knows that the way he acts isn't normal, and that he makes people uncomfortable because of it.
Perhaps one of the most disturbing things about Hisoka is that his attraction to strong individuals isn't limited to adults, but rather it applies to anyone whom he finds impressive, regardless of age and gender; while the only person he pursues romantically with any kind of seriousness is a woman named Machi, that doesn't stop him from ogling boy's butts or making flirtatious comments towards young men (curiously enough, he's one of the few people able to tell that Leorio is in his late teens, as everyone else confuses him with an adult until told otherwise).
Though he's a rather good planner and quite patient, Hisoka prefers to live for the moment - the reason nobody knows much about his past is because he doesn't deem it important enough to talk about, save for a few details such as naming his attacks after a brand of bubblegum he liked as a kid and the prize that came with it. This serves to underline his eccentricity even more, too, as it shows that his skewed way of prioritizing things extends to outside of battle.

Despite being selfish and self-serving, there's one person Hisoka not only acts amicable towards but treats as much as a friend as he's capable of: Illumi, an assassin with whom he teamed up for the Hunter exam. Though it's never stated exactly whether they are truly friends or if they are just using each other for their own purposes, the fact remains that they have a similar sense of morality (or lack of) and skills, and they frequently work together. The clearest hint of the existence of some sort of friendship is that Hisoka hesitates to fight against Illumi despite recognizing that he's one of the strongest people he knows, having given him a power ranking of 95 out of 100.

Hisoka's abilities can be divided in two types; first, those that come from the use of Nen, the in-universe name for the manifestation and manipulation of a person's aura. Hisoka's Nen type is transmutation, which means that he can change the properties of his aura to mimic something else; specifically, Hisoka has developed the following two techniques:
1) Bungee Gum. Hisoka alters his aura into a sticky substance (he describes it as having "both the properties of rubber and gum"), which can expand or contract as he wishes. He can also turn his aura into an elastic so that attacks bounce of it, and he change its size and color.
2) Texture Surprise. By applying his aura into a thin surface, Hisoka can alter its appearance. He can imitate skin and clothing with ease, and he can alter the writing on paper to produce forgeries. Though Texture Surprise is not obvious to the naked eye, the imitation is not perfect and so it becomes apparent when touched.
Hisoka's other abilities comes from his heightened senses and his knowledge of martial arts; he has enhanced strength, reflexes and agility. Worth noting is that though he takes damage in a similar fashion to normal humans, he also has an extremely high pain resistance, and in one occasion was able to continue fighting even after having both of his arms cut off.
